I think everything you need to implement your vision as given in the diagram is available in Pd and it would make a perfect choice for this project.
Most of the components such as spacialisation, mixing, panning and delay treatments are already solved and available from other practicioners if you ask nicely. The use of concrete bunkers for reverberation is very interesting.
