Is it really blocked or is it just a weird nameserver problem? For a long
time, there were computers that I used, that could not resolve the name. I
used to fix it using this command (on Linux and OSX):
echo 193.170.191.182 lists.puredata.info >> /etc/hosts
(if you use sudo, do "sudo bash" separately, else ">>" will be run as
normal user.)
If it still doesn't work, tell us whether
telnet 193.170.191.182 http
says "Connected" or not. (if it does, do Ctrl-] then q to quit)
If it doesn't say "Connected", ... I can't give you any advice.
