what should it expect in /usr/local?
it shouldn't install itself under /usr/ (without local) at any
"automatic" case; if it does so, it is clearly a bug.

depends on where you download the source archive.
check whether Gem is included (i think it's besides externals/): if it
is, then i'm pretty sure that everything is included.
