The emulator packaged with the Android SDK is the wonderful Qemu by Fabrice Bellard: http://wiki.qemu.org/Main_Page www.wikipedia.org/wiki/Fabrice_Bellard It is GPLv2. I have found testing audio stuff on Android is much better on a real device.
