I meant: While maintaining the packages is a lot of work for the
package maintainers, installing something complex as Gem is very easy
for the end-user. As IOhannes said: apt is much more capable, so use
that, if it is an option.

Deken, though not as capable as apt, enabled many people to package and
distribute their externals in an easy and concise way, which works well
enough for a lot of externals.
