Original Submission: The output of pdbv claims to be XHTML 1.1, but uses frame
elements like <frameset>, which were removed from XHTML in 1.1
Couple ways to fix it:
- Use XHTML 1.0 frameset doctype
- Create a new namespace with XHTML 1.1 + frameset module
- Remove frames and use CSS+fixed positioning
First one is the most simple, the last one would be my prefered one (but it
won't work with 'older' browsers anymore, e.g. IE5/6)

Hello,
I'm not fond of frames but I cannot really imagine how it could be possible to
browse over 900 packages with no frames.
I think I will go for the first solution, unless someone find time to try
another solution.
