Quite Imposing Pro, or PDFSnake if you've got a lot of these to do. Snake's cheaper. For a one-off, do it by hand unless it's huge.

Make a blank 8 1/2 x 11 landscape document in any authoring program and save it as a PDF.
Open a copy of it in Acrobat. Save As a different file name.
Import the pages you wish to impose on this spread.
Use the Object Touch-Up tool to select and copy each of the imported pages, and paste them onto the blank page. (Navigate to the page to be moved, select Object Touch-Up tool, Edit->Select All, Edit->Copy, Navigate to new page, Edit->paste.)
Make another blank page by selecting "import Pages" and again importing the blank page you initially created. (Now that you've changed the file name of that blank page, you can import it as many times as necessary.) Import the next pair of 8.5 x 11's; you can delete the first two you imported.
