Can anyone please explain to me the optimal settings for converting a pdf file to a jpeg type file.

First question is why are you doing this?

Second question, what software are you using to do this?

The file contains both graphics and text.

If the file contains text & vector line art, do NOT use JPEG! JPEG is designed for photographs (that's what the P stands for!). Use PNG or TIFF.
