That's all you need to do. Thought I would recommend that you use the Acrobat 4.0 (PDF 1.3) setting instead of 1.2 since there were enough USEFUL changes between 1.2 and 1.3...

This isn't necessary and only increases the file size of the PDF.

Issue 2: After configuring the settings as described above, I created a PDF file whose properties are "PDF Version 1.2 (Acrobat 3.x)".
Right.
The document contains about 500 URLs, so I then selected "Advanced > Links > Create from URLs in Document".
After I did this and re-checked the properties of the document, I noticed that they changed. They now read "PDF Version 1.5 (Acrobat 6.x)"
Of course it did. You just edited the PDF with Acrobat 6, so it has updated the version of the document...
. Does this mean that the reader will need a newer version of Acrobat to open this particular document?
Or they will get an error message about it - yes.
You can, of course, use the PDF Optimizer or Reduce File Size feature of Acrobat 6 to "re-downgrade" the PDF to Acrobat 4 (PDF 1.3).
