If you have access to a file - ANY FILE OF ANY TYPE - it's password can be broken....As Max said, it's just a question of time and money invested...

It works well - that's why they are still in business and most others are not...

Depends on whether you have extensive experience with the PDF file format, cryptography, file systems, etc.
I would expect that given an individual that already has those requisite skills/experience that a new PDF security solution could be developed in a a few months time.
