Hi Bob, My company has a commercial standalone tool called pdf2vector, which batch converts PDF to a number of scalable and editable vector graphics file formats including industry-standard CGM. Other output formats include EMF for MS Office, MIF for FrameMaker and XML-standard SVG for the Web. There's also a ps2vector module for PostScript/EPS files. The software is available in desktop, server and developer configurations on Windows, Linux and UNIX platforms. More info at the URL below. If interested, you're welcome to send me a sample PDF file for testing. I'll send the CGM results back to you along with further information. Hope we can help!
