As it has been said, you can set the Underline Attribute, if you have defined the field as "rich text" in Acrobat 6 (and it will only work in Acrobat 6, although I have noticed that as long as you don't do anything to the fields in 5, it will display properly ... Acrobat 6 creates the appearances and saves them in the document).
Otherwise, there is the field border setting "underline", which essentially creates a line at the bottom of the field; this can be useful for forms which are used for both, filling out on screen, as well as filling out on printed paper.
You might however have another thought at _why_ you want/need the underlines.
