The optimizer is new to v 6.

Just print a PDF from the JPG using job options which gives you medium
quality, 150-dpi.

Rich ... If I don't have version 6 to downsample the image can I perform
similar tasks in 5?

Photoshop PDFs are generally fatter than PostScript-generated PDFs.

One could print a PDF using the Standard job settings (which is set at 150
dpi).

Or, with Acrobat open, one could create a PDF from the JPG. Then, using the
PDF Optimizer (v 6.x), you could downsample the image until you achieve the
file size/quality desired.

Remember, to make the file PDF 1.4-compatible.

This is a job for Photoshop/Photoshop Elements :
Downsample your scanned image to 100 or 150 dpi (Image menu > Image
size) then save as "PhotoshopPDF" using the JPG compression (low/middle
quality).
