        My client would like to have the forwarded pdf require
        the new reader to join the same "interest list"  the
        original reader did in order to view the pdf.

        Are there any clever ways to accomplish this without setting
        up an expensive Digital Rights Management system?


There is no good way to require that they join, but you could add some JavaScript to the PDF that could potentially subscribe them if not already...
