Adobe has a new product for designing PDF forms called the Adobe Designer
6.0.  It's in Beta right now but is due to be released soon.  You might want
to wait and use that.  It's targeted at end-users/creative
professionals/non-developers like yourself.

Adobe Acrobat 6 Professional is the way to go if you want to create PDF
forms.  Get a beginner book on forms creation, I like "Extending Acrobat
Forms with Javascript"- simple to understand and follow.  Belonging to
this forum is a good start!  FYI- Some more extensive forms containing
multiple calculations I find work better for me in MS Excel since the
formulas are easier than copying and pasting Javascript over and over
again in PDF.  But for simple forms, Acrobat 6 Prof. works great for me.

I work in an educational setting and need to develop easy to use forms
that collect data for reports -

The forms currently used are in PDF but are full of strange bugs.  I'm
proficient at MS office (access scares me though)

Any tips on where to start?

My company recently purchased a system called Docushare, which is web
based.
We have not started using it yet, but from what I have read about it, it
fits some or all of your needs. They have a web site you might want to
check out.
