That is correct. It won't import secured/encrypted documents.
I have never used Quark Xpress and know very little about it. Is there anything I can do to retain the security level but still enable him to import the files?

Or do I need to reduce my security to a different level or get rid of security all together.
Remove it all together.
Of course, the real question is WHY is this person importing your nice happy PDF into Quark?!?!?
