Well that's certainly a good reason to fail!
When I deactivate all the fonts on my G4, open up the same pdf and preflight it, my report tells me that actually 5 fonts have not been embedded. When I activate those 5 fonts on my G4 and repreflight the file, it tells me all fonts are embedded.
What tools are you using to preflight the PDF? Sounds like that particular tool isn't a good one for this purpose...
I know the customer specifically set her options to embed fonts.

I thought embedding fonts meant that the receiver didn't have to have those fonts resident.
Correct - but apparently the fonts are NOT embedded in the file...
I tried redistilling the file in Acrobat 5
Redistilling is a BAD IDEA - you will end up changing/effecting the document content...
and it seems to have worked.
At least for the moment...
