Well, here are a few thoughts...

It seems somewhat unproductive to rescan these documents simply to
downsample them - you could also consider using Enfocus Pitstop to
downsample this document - do you happen to know if the scans are greyscale
or bitmap ? You could also reduce the file size by converting from greyscale
to bitmap if this is the case...also using Enfocus Pistop ..

There is a small issue depending on the size of the type and the style of
the type, you may find it more difficult to read if you downsample or
re-scan at this lower 300 ppi resolution.

I created a few examples for you to examine - these small PDF files have 12
point, 6 point, 3 point and 1 point type in both serif and san serif.

GS is Greyscale and BM is Bitmap

Note you can read the 1 point type at 1200 percent magnification on the
Greyscall 600 ppi  example - it is much more difficult to read it as a
bitmap (black or white pixels only) and it is impossible to read the 1 point
type at 300 pixels per inch at any magnification
