The only thing you could do is to set them up with InstantPDF or Jaws PDF Courier along with Distiller. You could look at something like PStill, which will create valid X1a's (has predefined X1a setting) and will run on Macs (OSX) and Windows. PStill is $79 I think from www.stone.com. But there really isn't much you can do without them having a normalizer on their end.

I should have been more specific. I need a stand alone program, plug-in or
print driver that I can set up and then give to my customers, that are on
PCs and Macs, that they can use to make a PDF. Most of them can barely run a
graphics program and the only PDF program they have is Acrobat reader, so
distributing setting won't help.
For those of you who sent program suggestions Thanks, I did get them.
My First Message.
I put together a magazine where I receive about 100 ads every other month. I
want to give my advertisers something, that I control the settings on, to
make "correct" PDFs of their ads before they send them to me.
