Have you looked at HTMLDOC? I'm not having any luck pulling up their site right now, but http://freshmeat.net/projects/htmldoc/?topic_id=87%2C154%2C857%2C856%2C853 gives more info about it.
Tried installing this some time ago but it has a conflict with XML Spy for some bizarre reason so is impossible for me to test.
