This can be done via settings in the original PDF files. File>Document Properties>Open Options... - You can set it to hide the Menu Bar, Toolbar and Windows controls, or you can set it to open in Full Screen mode. If you opt for the latter ensure there is a button on the document to close it.
 
The above has to be applied to each document that your users are likely to view. I don't know of a way to apply this to Reader itself, irrespective of which document is in focus.
