While it may be modifiable by the user via the Preference settings, it would be more proper if the Default preference setting was consistent. Most users don't modify their Default setting and it can most often be expected to be as Adobe set (which in this case is different amongst platforms (for no apparent reason.)
There's also differences regarding Acrobat, Approval, or Reader versions...
