As far as I can tell Google's bots have no way to read any of the info in the 'Document Properties' section. So as well Keywords, the Title, Author and Subject dont get 'scanned' for use in the google data base. It quite hard to prove this as for the life of me I cant find any PDF's that Google 'knows' about that has the Keyword section filled out!. I have proved with one PDF I found that Google does not look at the Title or Author though.
Exceptions may exist, but Google *does* index PDF titles, and even displays these in its search results.
See http://www.microtype.com/Hmmms.html -- items from November 2003, September 2003 and December 2002 for examples and more info.
In my web site I have a sample PDF which has a specific phrase only in the DocInfo title (and not in the page contents), and it is retrieved by Google when searching for that phrase.
