It appear that there are other issues with that document, since it wouldn't save correctly from IE6/WinXP/Acro6.
I pulled it down on my Mac directly to the file system and it did view there...
As to why it doesn't work, it appears that the linearization information is incomplete and the actual PDF objects haven't been optimized for linearization...
