From the number "1.3" I think we can assme he means pdf distiller level 1.3. Even when creating a pdf file it you want to preserve transparancy well it is better to use pdf distiller level 1.5.

I missed the beginning of this so I'm might be way off base: Rasterizing a pdf into photoshop will convert everything into cmyk. If you really needed a rasterized pdf that had spot colors I would try rasterizing a pre-separated pdf, one channel at a time and them combining into a dcs2 file.

Illustrator uses a combination of placed raster art (if placed) and vector. Vector has define edges with a very small file size. If you rasterize all that is lost. To come even close to the edge quality of vector you need a minimum of 600 dpi, 1000dpf being perferable.

There is no such thing as a "PostScript Level 1.3". There is PostScript
Level 1, PostScript Level 2, and PostScript 3. PostScript Level 1 RIPs
were last licensed by Adobe in the early 1990s!
