This is possible only via the OpenFile menu action (and therefore only hard-wired or via a series of detours). And it depends on the degree of manual interaction you allow.

Is it possible to launch non pdf files with JavaScript from within a pdf. I
am trying to using a drop down menu to launch local html files.
