I've now:
1) Added a notice to the README file (revision 686241)
2) Added a notice to the download page (revision 686464)
3) Updated the ASF exports page (revision 686239)
4) Sent the export notification to relevant US officials

This should cover all that's needed, so I'm resolving this as Fixed.
