Possible cause:

It seems that Repligo does not use native fonts.
"RepliGo Reader uses substitute fonts." - as found in one of the forums.
May be you could check the fonts that you are using for bookmarks.
Not sure if it will work!?

1. yes - it works fine on other PCs
2. I don't see anything unusual in the properties that would indicate a 
security issue

I did test other documents generated from different sources that had 
bookmarks...they did work fine on the mobile device. So, that leads me to 
believe it is an error on my side.
