Grab one of the open source PDF readers (Xpdf, iText, etc.) and attempt to open the PDF and step through the PDF parser in the debugger and see what it does.
If the PDF is broken enough that a viewer won't load it, checking it becomes painful. In particular, you can't use the nice Enfocus browser http://www.enfocus.com/support/knowledgeBase/browser.php
So I wrote a trivial (113 line) *nix shell/awk script that sort of formats the PDF, strips out the streams, and makes all the object refs into HTML refs/targets. The output is (as you've probably guessed) HTML, and the result can be worked on nicely in a web browser.
Helps me, anyway.
I could post it if anyone's intersted (113 lines, 1978 bytes, no warrenty :-)
