> what exactly is FDF?

An FDF file is a file designed to fill out a PDF form. PDF forms can submit
in this format as well as be opened with it.

In addition to name/value pairs for fields, you can also set field flags,
appearances, and behavior (script).

Here's a minimalist example of an FDF:

%FDF-1.2
1 0 obj
<<
/FDF <<
        /Fields [ << /V (field name)/T (field val) >> ]
        /F (file/path/to/pdf.pdf)
        >>
>>
endobj
trailer
<<
/Root 1 0 R
>>
%%EOF

Not much to it. This format is based on the PDF format... crack a PDF open
in a text editor and you'll see a lot of the above, plus some random binary
gobbledegook (compressed data usually).
