Actually one of our internet developers here today discovered that if he displays the PDF in a frame using <iframe> instead of <embed>, it works just fine, so we are all set. Mail in Reader has never been fully supported, and in fact, in older versions of Reader (4.x & 5.x) it definitely doesn't work in either mode.
