Sounds EXACTLY like what the new "Adaptive Compression" feature in Acrobat 6 offers. Have you tried that?? (note, that doesn't actually created a layered PDF, but it does break the single image into multiple pieces based on type).

software for this purpose could you suggest available resources on these
technology. Does Adobe library provides any SDK for implementing this
technology?

There are no existing libraries, including Adobe's own, that offer this technology - at least nothing that I've found. You could, potentially, build something equivalent by using OCR zoning technology - but it would need to be refined as OCR zoning has slightly different requirements.
