Thanks.....I also was dealing with issue at the same time.  Talk about some timely 
chatter.  I'm stuck in adobe 4.05 right now.  
 
I currently have a floating point field broken into 2 fields. Left of the decimal
(field1) and right of the decimal(field2). I ran into this issue when the right of the 
decimal allows  > 1 digit.  
 
I did put your logic in the validate for (field2) and this has solved my problem.
 
 
I'm still confused as to why this did not work correctly in the submit javascript.  It 
did not matter if I put .8, .blank8 or .08 in the field2, when
evaluated in the submit, the returned value was always 8.
 
But your suggestion in the validate did consistently return the .08, .8 and
blank8.
