Out-of-the-box acrobat doesn't allow you to set the tool tip text at all. I tried messing around with T, Contents, and a couple other dict keys, but none of them changed the tool tip. If you want custom tool tips, you'll have to take a different approach: Button fields! They can have a custom action (the link), and allow you to set the tool tip. If you need more information on how to create one in PDFMark... well... I don't know PDFMark at all, but I can tell you what the button's object looks like.
