Actually, they aren't that bad (compared to other server products) and Adobe sells MANY more Distiller Server licenses than you'd imagine.
Fortunately there are alternatives to distiller that have no such license restrictions, such as GhostScript.
Make sure you are using GS 8.1 or later for good quality PDF generation.
I know there are others, but I don't recall their names of the top of my head.
PStill, Jaws, etc.
