In my experience, the programmer has to spend weeks trying to get
authorisation to spend $500 on a piece of software - or simply spend
weeks developing something or tinkering with free stuff.

The management is the bad bargain for the company. The programmer is
just doing what programmers do. The manager is thinking, "I can spend a
years salary plus $500, or I can spend just a years salary. Hmmm..
Think, think." 
 
The difference is of course productivity - but the manager can just
ding the programmer for being unproductive at salary review time and
save even more money.
