PDF Can Opener from WindJack (http://www.windjack.com) is the best one out there - there are things it does that are amazingly helpful at debugging PDFs...
If, however, you want a freebee, see PDF Browser from Enfocus (http://www.enfocus.com) which is also a great tool, but not as powerful.
