It should be identical to the stable release save VERSION number and
Release_Notes.

* This is PDL-2.013_06 which is RC 2 for PDL-2.014
and likely the final one before the official
release. Please report any final issues and doc
patches ASAP.
Highlights:
* Mark some failing tests in t/primitive.t as TODO
to avoid CPAN Testers failures.
* Add IPC::Cmd to TEST_REQUIRES
