In the CPAN version of 1.18, "$F77config{MinGW}{GFortran}{Link}" returns "-L$dir -L/usr/lib -lgfortran -lquadmath -lm" but, in your version the "-lquadmath" is missing. Therefore, I think (untested) your version won't work with the mingw port of gcc-4.9.2 on Windows. At the moment I've just updated gsl from 1.16 to 2.0, which has broken my builds of PDL owing to changes in the gsl-2.0 API - and I'm currently in the middle of poking around with that.
