I anticipate that, if you're going to use a gsl-2.x library built by a 
package manager, you'll find it doesn't meet condition b) below.
So, in that case, it's best that you're prepared for disappointment.
If it turns out that I've anticipated incorrectly, then your package manager 
is clearly very thorough and considerate - and should be rewarded with a 
"thank you" message.

Of course, all of this speculation becomes irrelevant if you build gsl-2.1 
yourself :-)
