Depends, if you set the aperture via the aperture ring to 5.6, it will only
be at F5.6 at 28mm, and one stop less at 105mm (F8). All focal lenths
inbetween will be somewhere between F5.6 and F8. If you set it to F5.6 on
the body, (if your camera can do this), it will be at F5.6 no matter what
focal length. Can't really help you with your other questions.
