That would be changing to the working aperture, Yes.

However, most zooms have no constant aperture over there focal range.

The f4.0 .. 5.6 zoom mentioned is f4.0 wide open at 35 mm and f5.6 at 80mm,
but when set to f8 it will be f8.0 wide open and f11 at 80mm.

So the 'loss' of light is just a function of the choosen focal length, with this zoom
there is a full stop difference between winde-angle and telephoto.

(It get worse with popular P&S cameras, an f5.6 .. 11 is not unusual :-)
