Something is fooling the camera into thinking the job is done before it
actually is.  If you had a PZ-1p, then it could be a simple matter of a
Pentax Function telling the camera to leave the leader out. Turn off that
option.  But, if it's leaving a lot more film out than just a leader, repair
or cleaning is probably required.  Look carefully at the camera insides and
ask "how does the camera know when to stop rewinding?".  I'll bet someone
here could answer that question for many models of Pentax cameras.
