 It's all in the definition of "very much".  If your main subject is
 30'-40' away, moving your camera up or down by a couple feet will
 make little difference.  If the main subject is 5'-10' away, moving
 the camera up or down by a couple feet would make a drastic
 difference.

If I remember correctly, the statement was in the context of his using a 
tripod with a long lens. For a long lens then, as I understood it, the shoot 
encompassed a great distance, thus the context of his statement. 
The context (thread) of his statement also lead me to believe the "far" he 
mentioned meant "FAR". like in: "over yonder."  Where I took his "close" to 
mean your estimated distance and with a true long lens, 40 feet is *close*.
