I don't know when it was first introduced, or under what brand name.  As
for the differences, the Pentax version has SMC, which makes it a slightly
better lens.  The Vivitar version cames with an adaptor to go down to 1:1
(the Pentax does not, it can only go to 1:2).  Another difference is the
Vivitar offers both a MF and AF version, Pentax only offers an AF version.
