FWIW, I own both tripods, the 455 and 190.

The 190 has the smaller ball head on it (352RC) and the 455
has the 029 three-way head on it.  

The 190/352RC works really well with any lens up to about
300mm (I regularly use an 80-200mm F2.8 with no problems),
and the 455/029 I use with everything else, including the
600mm F5.6.

To answer the original question, IMHO the 029 head is most
certainly stable enough to support the use that you want.
I'm not sure about the Manfrotto ballheads, I hear that they
are not the most solid when it comes to the larger lenses
(i.e. the 600 - I have heard a lot of good things about the 
Arca-Swiss  - big $$$) but the 029 should suit your needs
quite well.
