That's not really a fish eye, well maybe it is.  What
you saw is an auxiliary lens, they used to be sold by
companies like spiratone for something between $15 to
$45 US in the 60's and 70's.  They are cheep and I
think you're acquaintance overpaid at $100.  By the
way you can pick up a Russian or Ukranian made 16mm
f2.8 fisheye in K mount for something under $250. 
I've never actualy handled one but the optics are
supposed to be good.
