Hi, Lon, I don't know why.
But, having checked a few of my Pentax and Tak lenses, they all have 1/2 stop detents between all of the aperture numbers, except the last (smallest) stop, where there is no 1/2 stop detent. For lenses with f16 as the smallest aperture, there is no 1/2 stop detent from f11 to f16. For those with f 22 as the smallest aperture, there is no 1/2 stop detent from f16 to f22.
