I think Mike has already covered the 1).
I like to shoot HP5+ although I got a few APX 400 rolls some time ago.
I completely agree with Mike on relative performance about those two
films BUT there's a big difference in price.
I went two weeks ago to the pro shop in Rome I like the most, I had to
buy the tripod which unfortunately I couldn't find, so I switched to
film uploading.
I bought, among other films, a 30.5 m/100 ft. roll of HP5+ for ITL
68.000 (about 32-33 USD) but APX 400 of the same lenght was only 40.000
(little more than 19USD and less than 60% of the Ilford). A pro printer
I know said Agfa is underselling this film for marketing reasons.
I think tha Agfa is really cheap and, if you can stand the results you'd
have a very inexpensive solution. As I said I went for the Ilford,
since I know and like it (and I also think it is much better).
