For my photopages, when they were up, I used mostly free stuff: John Vink's Photopage to generate the thumbnails and tables, BBEdit's Lite text editor and Netscape Navigator's builtin html composer to tweak. Worked pretty well while not require much in the way of coding skills. I think for anyone putting up a photopage now, if you've got a copy of Photoshop on hand, let Photoshop do it and tweak the results as needed.
